NOTICE OF RECEIPT OF TAX ROLL AND WARRANT.

TAKE NOTICE that I, Megan E. Thistle, the undersigned Collector of Taxes of the Town of Lindley, County of Steuben, State of New York, have duly received the tax roll and warrant for the collection of taxes within the Town of Lindley for the year 2015 and that I will attend to my office in the Town Hall at 637 US 15, PO Box 62, Lindley, NY 14858 during the Tax Collection Office Hours:

MONDAY, TUESDAY, and WEDNESDAY: 9:00 am to 1:00 pm; THURSDAY: 2:00 pm to 6:00 pm, and SATURDAY: 9:00 am to 12:00 during the months of January, February, and March. 

TAKE FURTHER NOTICE that taxes will be collected without penalty during the month of January.  A 1% fee will be collected during February.  A 2% fee will be collected during March.

2015 delinquent taxes will be payable to the Steuben County Finance Office, with an added 5% fee, after March 31, 2015.  Any delinquent taxes from previous years are only payable to the Steuben County Finance Office, but are able to be paid to the Steuben County Finance Office at any time.

A drop box is available outside the Lindley Town Hall for your convenience.  Receipts will be sent by mail.  We accept CHECKS, MONEY ORDERS and CASH.  We are unable to process credit cards at this time.

NEEDED - Suggestions for new name of Rte 15

The Town of Lindley is looking for suggestions for the name of the Rte 15 stretch that has been replaced by I-99.  Current suggestions include:

Indian Hills Rd.
Lindley-Presho Rd.
Presho-Lindley Rd.
Col. Lindsley Rd.
The Marine League Memorial Highway (after the group that cleaned the highway in the 1990's and 2000's).

Please send your suggestions to the Lindley Town Clerk at lindleytc@stny.rr.com for consideration. The Town Board will review suggestions during a meeting in December.

Historical Society Meeting

The Lindley-Presho Historical Society will meet on Sunday- November 16th –at the Lindley Town Hall( next to the Lindley Post Office).from 2-4 P.M.  I will,also, be putting  out some items from the Town Historian files.

The program will be Sharing the History of Lindley- which was settled in 1790.
 

Stories,photos ,memorabilia  will be shared.  Anyone attending is encouraged to bring photos, other  items of interest pertaining to the town’s history.  The meetings are free-open to the public.

Leftover DMPs

Extended Application Period for Leftover DMPs Begins November 1, 2014 (Lindley Town Hall 9:00-12:00)

If there are permits remaining after the initial application period ends, the leftover DMPs may be available during an extended application period.
The Wildlife Management Units (WMUs) with leftover permits will be:1C
3M, 3R, 3S
7F, 7H, 7J
8A, 8F, 8G, 8H, 8J, 8N, 8R
9A, 9F, 9G
Applications for leftover DMPs will be accepted at license issuing outlets only. Applications will not be accepted by phone, mail or on-line for leftover DMPs.
  • Hunters may apply for and receive up to two additional DMPs in these WMUs.
  • Applicants with licenses that are exempt from paying a DMP application fee or hunters who have previously applied for DMPs this license year will not be charged any additional fees during the extended application period. Otherwise, there is a non-refundable $10 application fee for leftover DMPs.
  • Leftover DMPs are issued on a first-come / first-serve basis. DEC will continue to issue permits in these WMUs until sufficient numbers of DMPs are issued to achieve optimum management in each unit. When a unit is opened, it will remain open at least until close of business that day. At the end of the business day, any units that have reached the desired number of permits will be closed.
  • Applications for leftover DMPs will not affect any preference points held by the applicant.
Note: DMPs are only valid for antlerless deer in the WMU for which they are issued.

NOTICE IS HEREBY GIVEN that the preliminary budget of the Town of Lindley for the fiscal year beginning January 1, 2015, including general town funds, highway funds, and fire protection district funds, has been completed and filed in the office of the Town Clerk of the Town of Lindley, 637 US 15 PO Box 62, Lindley, NY 14858, where it is available for inspection by any interested person during office hours Monday, Tuesday and Wednesday from 9 am to 1 pm and Thursday from 2 pm to 6 pm.

The Town Board of the Town of Lindley shall hold a public hearing on said preliminary budget on October 29th, 2014 at 7:00 pm at the Lindley Town Hall, showing such changes, alterations and revisions as shall have been made therein by the Town Board of Lindley.  At such hearing, any person may be heard in favor of or against the preliminary budget as compiled, or for or against any item or items therein contained.

DEC Announces New Proposed Freshwater Sportfishing Regulations

Public Comments Accepted Through December 1, 2014

Regulations Schedule to be Effective April 2015
The New York State Department of Environmental Conservation (DEC) is accepting comments on proposed changes to the freshwater fishing regulations through December 1, 2014, Commissioner Joe Martens announced today.

Comments on the proposals can be sent by email to regulations.fish@dec.ny.gov or mailed to Shaun Keeler, New York State Department of Environmental Conservation, Bureau of Fisheries, 625 Broadway, Albany, NY 12233-4753.

Absentee Ballot Applications available for Special School Vote October 21st.

Absentee Ballot Applications are available for the special election of the Southeast Steuben County Library Vote which will occur on October 21st.  Absentee Ballot Applications can be picked up from the School District Clerk’s office at 165 Charles St. Painted Post NY  14870 Monday through Friday 8:30 – 12:30 and 1:30 – 3:30 pm.  Applications can also be picked up by going to www.corningareaschools.com or by calling 607-936-3704 x1001.

Accepting Letters of Interest for Assessor

The Lindley Town Supervisor is accepting letters of interest to fill a one year appointed position in the Assessor's office.  This position will begin January 1st, 2015.  Letters of interest may be mailed to the Lindley Town Supervisor, 637 US 15, PO Box 62, Lindley NY  14858 no later than December 10th, 2014.

General Election Ballots available on Board of Election Website

We just wanted to let you know that the ballots are now available for viewing on our web page.  steubencony.org/boe

Absentee ballots are now available in our office for anyone who will be out of the county on election day, they can come in and fill out the absentee ballot application and get their ballot, all while they are in our office.

Voters can  go to our web site to print out Voter Registration forms and Absentee Ballot Applications to complete and  send to our office.

Deadline to register to vote in person at our office or post mark a voter registration form is October 10, in order to vote in this year’s general election. 

The Board of Elections office will be open on October 25th and November 1st from 9 until noon for registered voters who will be out of the county on general election day, to come to the office to get an absentee ballot.

Lindley Post Office Changes

Effective October 18th, the Lindley Post office lobby will be open 8:00 am - 12:00 noon Monday through Friday and 10:00 am - 12 noon on Saturdays.  Post Office Mail Boxes will be located outside the building for 24 hour access.  Customers currently renting the smallest and larger Post Office boxes will see changes in their fees.  Customers with the medium size Box rental will see no change in fee.

LINDLEY POST OFFICE CHANGES
Tentative Starting date after October 1st

New Lobby Hours:
Monday – Friday
8:00 am – 12:00 pm

Saturdays
10:00 am – 12:00 pm

Cluster Mailboxes will be available outside instead of in the lobby.
·       A fee increase will be seen by those who currently have the smallest interior box (size #1).
·       Customers with medium sized interior box (size #2) will see no fee change.

·       Customers with the largest interior box size (#3) will see a decrease in their fee, assuming that the outside box (size #2) accommodates their daily mail volume.

Lindley Post Office Community Meeting July 21st at Lindley Town Hall

Attention all who utilize the Lindley Post Office

The US Postal Service will be holding a Community Meeting Monday, July 21st at 6:00 pm at the Lindley Town Hall, 637 US 15, Lindley NY 14858 to answer questions about possible discontinuation of US Post Office Services in the town of Lindley

Options being considered by the Post Office include:

1). keeping the Post Office open limited hours.

2). stopping US Post Office Services and allowing a local town business to offer limited services.

3). closing the Post Office and having customers purchase mail delivery services through a carrier, or

4). relocating Post Office Box service to another location.

Surveys due back to the Post Office by July 7th are available at the Lindley Post Office counter, if you do not receive one in the mail.  All interested parties are requested to attend.

Designation of Restricted Highway Section of Rte 15 for work on the road

Pursuant to the Section 104a of the Highway Law, the following highway section is designated a restricted highway, to expire on 10/1/2014:

Project:  A.C. Cold Recycle with A.C. Overlay  on US 15 near Watson Creek Rd. north to Presho. All movement of vehicles or animals on such highway is hereby restricted and regulated in accordance with the determination of the Commissioner of Transportation as evidenced by posted signs, signals, or barriers placed along said highway and/or by direction of an authorized representative of the Commissioner of Transportation.

PLEASE TAKE NOTICE that the Lindley Town Board, after duly advertising and appropriately holding Public Hearings and accepting public comments, did pass Local Law #1 of 2014: Updates to the 2002 Comprehensive Plan and Local Law #2 of 2014, Amendments to the Lindley Town Zoning Law of 2005.  Local Law #1 updates the Comprehensive Plan following a community-wide survey to better represent the people of Lindley.  Local Law #2: Identifies Commercial and Industrial Zones within the Town of Lindley that are open to specific uses as identified on Schedule 1.  All material is available in the Town Clerk's office at the Lindley Town Hall, 637 US 15, PO Box 62 Lindley NY  14858 and may be viewed during regular office hours: Monday, Tuesday and Wednesday from 9:00 - 1:00; or Thursday from 2:00 - 6:00 pm.

Public Hearing during Regularly Scheduled Town Board Meeting June 11th

NOTICE:  The Lindley Town Board will hold a Public Hearing during the Regularly Scheduled Town Board Meeting on Wednesday, June 11th at 7:00 pm at the Lindley Town Hall, 637 US 15 Lindley NY 14858.  The purpose of the Public Hearing is to discuss a proposed Local Law entitled "Town of Lindley Bidding Statement."  This Local Law will specify an addition to Lindley's current bid wording.  Copies of the proposed Local Law are available at the Town Clerk's office and on the website at lindleytown.blogspot.com. During this meeting, all interested parties are invited to attend and be heard.  A determination will be made following all public comments pertaining to the Local Law.

Draft Investigation Work Plan for Brownfield Site
Available for Public Comment
The public is invited to comment on a draft work plan being reviewed by the New York State
Department of Environmental Conservation (NYSDEC) to investigate the Philips Lighting Company
site (“site”) located at 7265 State Route 54, Bath, Steuben County. Please see the map for the site
location. Documents related to the cleanup of this site can be found at the location(s) identified below
under "Where to Find Information."

Draft Investigation Work Plan
The draft investigation work plan, called a “Remedial Investigation Work Plan,” was submitted to
NYSDEC under New York’s Brownfield Cleanup Program. The investigation will be performed by
Philips Electronics North America Corporation ("applicant") with oversight by NYSDEC and the
New York State Department of Health (NYSDOH).

How to Comment
NYSDEC is accepting written comments about the draft investigation work plan for 30 days, from
May 20, 2014 through June 19, 2014. The proposed plan is available for review at the location(s)
identified below under "Where to Find Information." Please submit comments to the NYSDEC
project manager listed under Project Related Questions in the "Whom to Contact" area below.

Highlights of the Proposed Site Investigation
The investigation will define the nature and extent of contamination in soil, surface water,
groundwater and any other parts of the environment that may be affected.

The proposed Remedial Investigation includes the collection of soil, soil vapor, and groundwater
samples to define the nature and extent of contamination. Based on results of the sampling, soil
vapor intrusion evaluations may be completed in on- and off-site buildings as necessary.
Next Steps
NYSDEC will consider public comments, revise the plan as necessary, and approve the work plan.
NYSDOH must concur with the plan. The approved work plan will be made available to the public
(see “Where to Find Information” below). After the work plan is approved, the activities detailed in
the work plan will be implemented.

NOTICE IS HEREBY GIVEN that two separate public hearings will be held before the Town Board of the Town of Lindley, New York, at the Lindley Volunteer Fire Department, 9541 Tannery Creek Rd, Lindley NY, at 7:00 pm on April 23rd, 2014.  The first public hearing will present Local Law #1 of 2014 entitled “Revisions to Local Law #1 of the Year 2005, Establishing Commercial and Industrial Zones in the Town of Lindley.” The proposed Local Law provides restricted areas within the town of Lindley for Commercial and Industrial activities.

The second public hearing will present Local Law #2 of 2014, “Amendment to the May 2002 Comprehensive Plan of the Town of Lindley.”  The proposed law will use the 2013 resident survey feedback to determine the direction of the town of Lindley.

Copies of the proposed Local Laws are available for inspection at the office of the Lindley Town Clerk, 637 US 15, PO Box 62, Lindley NY  14858 during regular office hours Monday, Tuesday, Wednesday from 9:00 am – 1:00 pm, and Thursday from 2:00 – 6:00 pm.

During this meeting, all persons interested in the subject matter thereof will be heard considering the same. Lindley Historical Society Meeting

Please make a note on your calendars that the Lindley- Presho Historical Society will be meeting on Sunday April 27th from 2-4 p.m. at the Lindley Town Hall.

This gives some of our residents and friends who don’t drive at night an opportunity to participate in the meetings.
 
Several  unidentified objects have been donated to the Society. This prompted the idea of a program to identify them as well as other objects that may be residing in your closets, cellars, garages,attics,etc.
So while spring cleaning- keep an eye out for unusual possessions that might stump the younger generation and the members as to it’s use.
 
Should be a fun and interesting meeting.
 

Hope to see many there and please bring ideas for future meetings. 



Roller Bids being accepted

The Town of Lindley is accepting sealed bids for a 2007 or newer used Single drum 84 inch Vibratory drum drive roller with a minimum of 22,000 lbs operating weight to include 23.1x26 rubber tired rear drive and a max of 2500 hours on service meter.  Also accept in trade the Town's sv70 d smooth drum Sakai roller. All bids and non-collusive bid certificate must be placed in a sealed envelope and addressed to the Town of Lindley, 637 US 15, PO Box 62, Lindley NY  14858 and such envelope shall be marked "Sealed Bid for 2007 Single Drum Roller".  All bids shall be delivered to the Town Clerk of Lindley on or before the 9th of April by 1:00 pm.  Bids to be opened and read publicly on Wednesday, April 9th, 2014 at the Lindley Town Hall by the Lindley Town Board during the Regularly Scheduled Board Meeting, at 7:00 pm.  All bids are subject to refusal by the Board or the Highway Superintendent.  Award will be at the Town Board's discretion after review by the Highway Superintendent.

PLEASE TAKE NOTICE that I, Megan Thistle, the undersigned Collector of Taxes for the Town of Lindley, County of Steuben, State of New York, have received an extension of time for collection of taxes from the Treasurer of Steuben County.
TAKE FURTHER NOTICE that the taxes paid to me by Thursday, April 3rd will be collected and accepted.  After this time, any Town and County Taxes will need to be paid directly at the Steuben County Treasurer's Office.
TAKE FURTHER NOTICE that, pursuant to the provisions of the law, the tax roll of the Town of Lindley will be returned to the Treasurer of Steuben County on April 9th, 2014.
