TAKE NOTICE that I, Megan E. Thistle, the undersigned Collector of Taxes of the Town of Lindley, County of Steuben, State of New York, have duly received the tax roll and warrant for the collection of taxes within the Town of Lindley for the year 2014 and that I will attend to my office in the Town Hall at 637 US 15, PO Box 62, Lindley, NY 14858 during the Tax Collection Office Hours:

MONDAY, TUESDAY, and WEDNESDAY -  9:00 am to 1:00 pm;  THURSDAY – 2:00 pm to 6:00 pm, and SATURDAY - 9:00 am to 12:00 noon during the months of January, February, and March. 

TAKE FURTHER NOTICE that taxes will be collected without penalty during the month of January.  A 1% fee will be collected during February.  A 2% fee will be collected during March.

2014 delinquent taxes will be payable to the Steuben County Treasurer, with an added 5% fee, after March 31, 2014.  Any delinquent taxes from previous years are only payable to the Steuben County Treasurer, but are able to be paid to the Steuben County Treasurer anytime.

A drop box is available outside the Lindley Town Hall for your convenience.  Receipts will be sent by mail.  We accept CHECKS, MONEY ORDERS and CASH.  We are unable to process credit cards at this time.

Town Clerk Office Closed Thursday December 19th

The Lindley Town Clerk’s office will be closed on Thursday December 26th for a family member’s surgery.  I expect to be back Monday, December 23th.  You may leave correspondence in the Town Clerk drop box near the front door.

Hunting Sales Cease during transition

NOTICE
 DEC will be switching to a new automated licensing system. Beginning December 26, 2013 there will be a blackout period for license sales and game harvest reporting as we transition to the new automated licensing system. Hunters, anglers and trappers need to purchase their licenses, stamps and permits and register for recreational marine fishing prior to December 26, 2013 in order to hunt, trap or fish during the blackout period. We expect the blackout period to last approximately one week. Hunters will be given a grace period to report their harvest of animals taken during the blackout period once the new system is up and running.

Year End Town Board Meeting December 30th

NOTICE: The Lindley Town Board will hold it's annual Year End Town Board Meeting on Monday, December 30th at 7:00 pm at the Lindley Town Hall, 637 US 15, Lindley, NY  14858.  During this meeting, the Board will set a Contingency and Tax Stabilization Reserve Fund for Highway and a Contingency and Tax Stabilization Reserve Fund for General; Restate the Equipment Reserve and Restate the Unemployment Reserve; Create a Municipal Building Capital Improvement Reserve.  The public is invited to attend.

Wild Turkey Research

DEC SEEKING LANDOWNERS TO ASSIST WITH WILD TURKEY RESEARCH
Wild Turkey Survival Study to Begin in January;

Findings Will Improve Wild Turkey Management
Beginning in January, DEC will embark on a statewide effort to capture wild turkey hens and fit them with leg bands to obtain accurate data on survival and harvest. A small number of these birds will also be tagged with satellite radio-transmitters. All of the work will be done by DEC personnel on both public and private lands from January through March. The research will be concentrated in DEC Regions 3 through 9 where turkey populations are largest.

DEC is looking for landowners in DEC Regions 3 through 9 interested in allowing birds to be trapped on their land, as well as alerting project coordinators when they see turkeys on their property on a regular basis. Once turkeys are trapped and banded, they will immediately be released at the same location. Not all locations are suitable for deploying capture equipment, so landowners should contact their regional project coordinator to discuss the suitability of their property. Observations of turkey flocks during January through March can be reported to the project coordinator for that region or can be reported using the Winter Flock Survey form found on DEC's website at: http://www.dec.ny.gov/animals/48756.html.

Under Governor Cuomo's NY Open for Hunting and Fishing Initiative, New York State Department of Environmental Conservation (DEC) Commissioner Joe Martens today announced that the 2013 regular deer and bear hunting seasons open at sunrise on Saturday, November 16, in New York's Southern Zone. These big game seasons close at sunset on Sunday, December 8.

Emergency Measures Restrict Importation of Certain Deer Species


Disease Could Devastate NY's Deer Population and Result in Severe Economic Repercussions on the State's Sportsman Industry.

The emergency regulations provide a ban on imports of specific species between November 16, 2013 and August 1, 2018. These species include Rocky Mountain elk, red deer, mule deer, black-tailed deer, white-tailed deer, sika deer, and moose.
Currently 19 states including New York prohibit the importation of live deer.

NOTICE IS HEREBY GIVEN that the preliminary budget of the Town of Lindley for the fiscal year beginning January 1, 2014, including general town funds, highway funds, and fire protection district funds, has been completed and filed in the office of the Town Clerk of the Town of Lindley, 637 US 15 PO Box 62, Lindley, NY 14858, where it is available for inspection by any interested person during office hours Monday, Tuesday and Wednesday from 9 am to 1 pm and Thursday from 2 pm to 6 pm.

The Town Board of the Town of Lindley shall hold a public hearing on said preliminary budget on November 6th, 2013 at 7:00 pm, showing such changes, alterations and revisions as shall have been made therein by the Town Board of Lindley.  At such hearing, any person may be heard in favor of or against the preliminary budget as compiled, or for or against any item or items therein contained.

First Come First Service Doe Management Permits on sale Nov. 1st

Hunters may apply for leftover DMPs at any DEC license sales outlet beginning Nov. 1, 2013. Leftover DMPs will not be available by phone, by mail or via the internet. Applicants who previously paid the $10.00 DMP application fee or those that are exempt from the application fee will not be charged for this additional application.

Applications for leftover DMPs will be accepted for the following WMUs:
1C, 3M, 3R, 3S (bowhunting-only), 7F, 7H, 7J, 8A, 8F, 8G, 8H, 8J, 8N, 8R, 9A, and 9F.
During this extended application period, DEC will issue DMPs for an individual WMU all day. The status of permits will be reviewed each night. As individual units are filled, they will be removed from the list of those available effective the following day, with no further applications accepted for those units. A list of units with available leftover DMPs will be routinely updated on DEC's website.

DEC ANNOUNCES CHANGE TO DEER BONUS PERMIT PROGRAM FOR NOTED WILDLIFE MANAGEMENT AREAS

All Bonus DMPs Now Antlerless-Only

As a new management tool for deer population control, the State Department of Environmental Conservation (DEC) will issue Bonus Deer Management Permits (DMPs) for antlerless-only this fall, a change from either-sex bonus permits of the past beginning Tuesday, October 1. In an effort to support deer population reduction, Bonus DMPs will be issued in Wildlife Management Units (WMUs) 1C (Suffolk County), 3 S (Westchester County), 4J (eastern Albany County) and 8C (central Monroe County).

  Bonus permits will be processed and sent within two business days. All applicants must include their name, mailing address, and phone number to receive Bonus permits by mail.

DEC SEEKS HUNTER SUPPORT TO KEEP CHRONIC WASTING DISEASE OUT OF NEW YORK

 CWD is a highly contagious and deadly brain and nervous system disease that affects deer, elk, moose and other members of the deer family. CWD is always fatal and there are no vaccines or treatment available. The agent that causes the disease is called a prion and it is virtually indestructible. Prions are found in the lymph nodes, brain and spinal tissues of infected animals, which can shed (spread) prions in their urine, saliva, and feces. Also, certain parts of dead animals remain infectious on the landscape and in the soil for many years. There is no evidence that CWD can infect humans, but DEC urges caution when handling or processing CWD susceptible animals.

I99 Updates and traffic flow changes as of August 21, 2013

Please note that there is now a stop sign at the end of the Presho Bridge onto Indian Hills Road.  

Also, Southbound Traffic onto I99 is scheduled to begin Thursday, August 22nd, barring any delays.

Local Southbound Traffic onto old Route 15 will be diverted from the Presho overpass onto Indian Hills road,  past the Presho Cemetery and along onto Hovey Road (formerly a dead end road). This will open onto Northbound Old Rt 15.  Please stop at the stop sign before crossing and continuing southbound on Old Rt 15.

Public Information Meeting - Comprehensive Plan and Zoning Update

Public Information Meeting regarding Town of Lindley Comprehensive Plan and Zoning Update

The Planning Board will host a public information meeting at the Lindley-Presho Volunteer Fire Department, 9541 Tannery Creek Rd, Lindley NY  14858 on Monday, August 26th 2013 from 7:00 pm - 9:00 pm to update the community about the Planning Board's work on the Town's Comprehensive Plan and Zoning Laws.  The Comprehensive Plan is a policy document guiding future land use, growth and conservation. Although it is not a law, the Town’s zoning must conform with  the Comprehensive Plan according to NYS Municipal Law. The Plan will include a vision statement for how the Town should look in 10+ years, as well as a set of goals and objectives for achieving the goals. Anyone who would like to comment about the Planning Board’s efforts in this regard over the past several months is willing to attend, learn about the process, contribute opinions about the Draft Vision, Goals and Objectives, and provide comments. Are you going to college or a trade school?  Are you a resident of the Caton/Lindley area?  You can apply for the 2013 Caton Community Day Scholarship.  Applications are due at the Town of Caton Scholarship Committee by March 28th, 2013, no exceptions.

If interested, applications are available at the Lindley and Caton Town Clerk offices.

Lindley Town Clerk hours are Mondays, Tuesdays, and Wednesdays from 9:00 - 1:00;  Thursdays from 2:00 - 6:00 pm;  and during January, February, and March the extended hours of 9:00 - 12:00 on Saturdays.

Lindley Town Highway Garage Fire - January 2013

As you may be aware, the Lindley Town Highway Garage, and all road equipment, was lost in a fire on Saturday night, January 5th, 2013.  Currently, the cause is undetermined, but does not appear to be foul play.

Gratefully, many of our neighboring towns, towns from some distance away, and the County are assisting with road services in one way or another.  So far, the weather is holding but please be aware that should we get any winter weather conditions, it will take longer than usual to clear the roads.  Please use caution.  Please also be patient with the Town as the Highway Department and the Town Board work towards getting things back up and running.  Thank you so much!

A big thank you is also extended to the numerous fire companies that responded to the fire. You are an amazing group!  Thank yous go out to the Lindley, Lawrenceville, Tioga, Nelson, Gang Mills, Tuscarora, and Caton Fire Departments.

Wishes for a speedy recovery go out to Curt Drake, one of our Lindley Fire Department Volunteers!  Thank you for your hard work, and please take care, we'll see you soon!
