Lindley Town Taxes will be mailed by December 31st, 2008. Taxes will be received in person or by mail January through March 2009 at the Lindley Town Hall, 637 US 15, PO Box 62, Lindley NY 14858. Tax Collection Hours are Mondays, Tuesdays and Wednesdays from 9 am - 1 pm, Thursdays from 2 pm - 6 pm, and Saturdays from 9 am - 12 noon. All unpaid taxes will be turned over to the County Treasurer's Office for collection in April, 2009.
To provide a blueprint for a coordinated approach among the various municipalities to take advantage of economic development opportunities along the I-86/I-99 corridor.
Identify barriers to development and prepare action plans to address them in order to position key properties for future development.
Provide strategies for local communities and economic development agencies to use in working with developers and property owners to develop targeted vacant and under-developed parcels at the interchanges and along the corridor.
Support on-going partnerships between Three Rivers and the local municipalities to enhance business development opportunities, increase local tax base and create jobs.

The second meeting of the committee was held on December 9, 2008. Tim Shaddock and Fran Tempel attended as representatives of Lindley. We discussed the visions of the various communities and how the I-86/I-99 corridor might be beneficial to each town. We also provided the project managers with a list of land owners and community member who should be contacted for further input.
As for Lindleyʽs development, we cited certain barriers:
The Comprehensive Plan which dictates that the town stay zoned agricultural/rural
The lack of infrastructure (water and sewer systems)
The steep slopes along the corridor which might make development difficult/impossible
The interchanges for Lindley are located at Presho and Lawrenceville, Pa., which does not provide quick access into the town of Lindley
Much of the area is inaccessible or located in floodplains
The map (see photo) indicates the preliminary boundary for the I-86/I-99 corridor as marked in red. It was presented to the Town Board of Lindley and the Planning Board for review and comment. If anyone has input, questions or comments please let Tim or Fran know and they will send it along to the committee at the next meeting in February.
Please Note: It is important to recognize that, as residents of Lindley, we are in charge of our own destiny concerning any I-99 Corridor development. This Committee will not be dictating any action or actions to the Town. The Committee, however, will be offering advice, marketing tools and other information for the Town to be utilized as it sees fit.

The signage will re-direct northbound semi’s to Lindley Road and out on Morgan to Rt.15. Signage would prohibit southbound semi’s from turning left onto Watson. The goal was to prevent semi’s from using the Watson dog leg to enter/exit Rt. 15 significantly reducing conditions that would cause accidents or hang ups because of the tight radius of the curve on Watson.
If heavy truck traffic still continues despite prohibitive signage and attempts by law enforcement to discourage excessive truck traffic, DOT will assist Steuben County in determining the appropriate signing near the NY/PA border to guide, discourage and/or restrict trucks from proceeding north on old Rt. 15.
The Watson Intersection issue is an agenda item for the “End of Year Meeting” scheduled for December 29th at 7 p.m. at the Lindley Town Hall if anyone is interested. Also, vote in the poll regarding “safety issues with the Watson Intersection” or post a comment with your opinions and/or experiences.
Snow and ice removal on the Connector: To prevent the problems we had during the last snow storm a week ago, DOT added a second truck to remove snow and ice on the Connector/First Mile. Keep your fingers crossed the second truck will help keep the Connector clear during the impending storm due here tonight and tomorrow.
- Plans were discussed regarding miles 2-6 on Rte 15. Bid requests go out April 16th, 2009.
- Fairview Cemetery has been transferred to the Town of Lindley.
- Councilmen identified action items they would like to address in 2009.
- End of Year Meeting was scheduled for Monday, December 29th at 7:00 pm at the Town Hall.
- Fran Temple and Tim Shadduck are working with a consortium that will provide suggestions for use of property along the new portion of Rte. 15.
- Bob Nichols provided an update of the 2009 and 2010 construction plans affecting Lindley.
- Tracy Wilson, the Board's Court Clerk, provided an update on the processing of old tickets.
- Bills were audited and various transfer of funds completed.
Background: After the First Mile opened and the Kuhl Road Detour shut down to Rt. 15 traffic, but remained open for local access to Lawrenceville there remained a steady flow of semi’s on Kuhl, Watson and sometimes Lindley Roads.
Problem # 1 with this situation: NYSDOT ran a computer model and discovered the curve (because of the tight radius) on the Watson section couldn’t safely handle two semi’s passing without clipping each other. To correct this hazardous problem NYSDOT separated the northbound and southbound Rt.15 traffic on the Kuhl Road Detour while the First Mile four lane was connected to the existing Route 15 two lane. This condition with the Watson curve still exists, but we still have semi’s entering and exiting from Watson even though the Town posted “10 Ton Weight Limit” signs at both ends.
Problem # 2: Turning left (east) onto Watson creates a “sitting duck” situation because the northbound traffic lane coming off the connector is the same lane you’re sitting in waiting to turn, only visually separated by yellow slash lines painted on the pavement. And the caution light has become nothing more than a Christmas light decorating the intersection to the speeding trucks and cars “funneling” onto the two lane. I pray the “get over” prayer when I’m the sitting duck.
Problem # 3: Also, turning left onto Watson at night is particularly dangerous—again, because of the sharp radius of the curve and dark condition at the approach. Reflectors can be placed to mark the approach, but the curve is unfixable. Negotiating the turn when a semi is approaching Rt. 15 from Watson to turn northbound or southbound is cumbersome.
There’s a certain inevitability of a catastrophic event at the Watson intersection, as there have been several “near misses” reported in the past weeks and the roads have been dry. Winter weather with icy/snowy roads only increases the chances of an accident. (Case in point: at this writing—6:41 p.m. the Lindley-Presho Fire Department is on scene dealing with four snow/ice related accidents at the Watson intersection and on the connector.)
Town officials are actively working with NYSDOT to correct the unsafe conditions at the Watson intersection. Currently, we are discussing the possibility of closing off both ends of Watson and removing the left hand turning lane on Rt. 15 to eliminate the dangerous conditions that are certain to cause accidents.
Chairperson, Mary Lentzen, opened the Public Hearing at 7:03 p.m.. Board members present included Fran Tempel, Gerry Gross, Earl Titus, Tim Shaddock and , CEO, David Fuller. Applicant, Scott Drake, was also present.
Mr. Drake's request is for a Minor Subdivision of a 50-acre parcel (tax Map #405.00-01-008.000) at the intersection of Stowell Rd, Bell Hill and Engle Roads into two parcels (15 and 35 acres). This parcel is already divided by the road.
A Motion to approve the application as proposed was made by Fran, seconded by Tim and unanimously approved. A short EAF was filed.
The Public Hearing closed at 7:08 p.m.
Fran and Tim presented the information they have gathered for the next I86-I99 Consortium meeting scheduled for Dec. 9 and asked for the Board's ideas and feedback. Tim noted the Comprehensive Plan is a barrier for new development in the Town of Lindley and needs to be modified. The current plan is too broad and not specific enough.
Mary presented some proposed changes concerning Lindley's Mining, Excavation and Reclamation Law; also an appendix outlining the State Environmental Quality Review Process. She is still trying to contact Steve Ritter regarding these changes.
Mary is proposing keeping the mining section as simple as possible and noted that Schultz's proposed language includes controlling minor excavation operations which the Town did not control in the past. Also the changes should capture what the Town learned through the recent G.O. Hawbaker Mining application.
At 7:30 p.m. Mary moved to adjourn the meeting, Earl seconded. The Motion passed unanimously.
